Darbi MacPhail serves as Chief Finance and Operations Officer for the South Carolina Department of Health and Environmental Control. In this role, she oversees Budgets, Business Management, Financial Management, Financial Planning and Reporting, Information Technology, Operational Excellence and Patient Billing.

MacPhail has been a member of the DHEC team for more than 28 years and has managed various operations and programs for the agency. Prior to her current role, she served as the Operations Chief of Staff for the agency. Other roles she previously held include serving as the director of Health Services Administration, and the director of Health Services Operational Planning and Projects. She is a graduate of the Management Academy for Public Health and the Southeastern Public Health Leadership Institute.  

MacPhail earned her bachelor's degree in public health from the University of North Carolina Chapel Hill and her master's degree in health administration from the University of South Carolina.
