In February of 2014, Able in Jasper County notified DHEC of their operations as a Recovered Material Processing Facility (RMPF). RMPFs voluntarily register with the Department and were not required to obtain permits. Due to changes made to the S.C. Solid Waste Act in May 2018, Able was required to register as a Construction and Demolition Recycling Facility (CDR) by July 3, 2018.

The Department received a CDR registration from Able Contracting, Inc., in July 2018. Based on information provided in the CDR registration, this facility was required to obtain a Construction and Demolition (C&D) processing permit by May 3, 2020.

An application for a C&D processing permit was received in May 2019. On August 5, 2019 a letter was received from Able stating that they are withdrawing their application for a construction and demolition debris permit.
